Public Sector Partnerships

All of our projects involve a close relationship with the local authority. Our pioneering approach often places us at the leading edge of Government policy on urban regeneration and we work with local authorities to achieve their regeneration aims.

Projects range from the formulation and implementation of major mixed use, urban renewal initiatives to the restoration of individual buildings within larger projects. It is in these major initiatives where our knowledge across all market sectors and vision for vibrant mixed use urban centres has most impact.

Creating high density mixed use development requires an understanding of the interrelationship of uses and the interface between public and private spaces. These are some of the most complex projects to deliver and our commitment to an open relationship with the various stakeholders is critical to success.

CDP has completed retail and office developments in partnership with the Local Authority in Knowsley, Merseyside, and Coventry on its projects at Electric Wharf, Priory Place and Far Gosford Street Regeneration area (pictured pre left and post right). CDP are currently working with Warwick District Council on the creation of new opportunities for SMEs and creative industries as part of its Leamington Spa Creative Quarter project.

Partnerships with Charitable Organisations

CDP have worked with charitable organisations including the Salvation Army, Church of England and King Edward Schools Trust. In Middlesbrough, CDP provided replacement facilities for the Salvation Army and built a new Church and ancillary accommodation as part of a major retail led redevelopment scheme. In Birmingham we have undertaken two major developments with King Edward Schools Trust.

The Central Gate project on 30 acres provided the Trust with an agreed land value and profit share arrangement. The first phase of the development was completed in 1998 and won the Business and Industrial Agents Society award for best bespoke building. In addition, we were responsible for the refurbishment of 19 Newhall Street, a grade 1 listed building, originally built as Birmingham’s first telephone exchange.

Private Sector Partnerships

CDP jointly purchased a seven acre site from BG plc with Gold Medal Travel Group, the UK’s 2nd largest independent travel company.

The existing building was converted to provide a 600 seat call centre and an additional plot of land is reserved for a separate headquarters office. Alongside the new call centre, CDP have developed a health & fitness club and restaurant unit.

Ian Harrabin MBE

Managing Director

Ian Harrabin has over 30 years’ experience in major regeneration projects working in partnership with local and central Government and the Community. He has delivered a large number of projects of varied use type with an emphasis on high quality design of new buildings and restoration of the historic environment achieving many awards. His early career saw him work with the team who developed Camden Market.

Based in London, Ian has worked in most parts of the UK but has recently concentrated on projects in the Midlands and in particular Coventry, his city of birth. Ian works closely with Coventry City Council on the regeneration of the city and is Chairman of Historic Coventry Trust, a charity set up to own and restore the city’s heritage buildings. The Trust has in excess of £20m of projects in progress. Ian is also a member of the executive steering group for the Coventry City of Culture Trust. Ian was awarded an MBE in December 2017 for services to heritage and regeneration in Coventry.

Brian Harrabin


An experienced director that has led the company for over 25 years. Having strong business acumen he has been instrumental in developing the company on a very sound footing. Brian was educated at Lanchester Polytechnic, now Coventry University in Business and Marketing.

He is passionate about buildings of historical importance and has carried out innumerable renovations on historical buildings over the last 20 years. He has been instrumental in liaisons between local authorities, conservation officers and archaeologists to refurbish several locally and grade II listed buildings many of them receiving local and some national awards. Examples include award schemes such as Electric Wharf, Ribbon Factory, and various projects in the Far Gosford street Conservation Area, all in Coventry, as part of a local area regeneration scheme.

As a joint Director with his brother Ian in award winning developers CDP, Brian has considerable experience of working on ERDF and Heritage lottery funded projects from both the client and contractor perspective.

His knowledge and experience has been invaluable in delivering many challenging projects across a whole range of both public and private sectors. He has engendered a ‘can do’ mentality with his organisation and is particularly effective in finding solutions to some of the more unusual and sometimes unique aspects of individual projects.

Steve Compton MRICS

Chartered Surveyor (Consultant)

Steve is a highly experienced professionally qualified development and regeneration specialist with a 35 year track record of successful delivery covering all aspects of physical and economic regeneration and property development.

Over the years Steve’s responsibilities have encompassed a wide range of areas including complex urban regeneration schemes, residential, commercial, retail, leisure and mixed use waterside development projects.

The particular skills Steve has developed include forging strong partnership relationships on projects, securing project finance especially from public sector grant and loan programmes and a pragmatic approach to achieving commercial goals. These skills cross all boundaries including public sector agencies and organisations, political groups, private sector businesses, investors and developers, community, social and faith groups.

Steve has worked in both the public and private sector becoming Chief Executive of Opportunity Peterborough URC in 2007. In 2010 Steve set up 3D Innovative Solutions Ltd in response to central government’s abolition of the UK’s regeneration sector when he transferred his skill set into the sustainability sector and proceeded to work on bio energy projects, waste recycling schemes and low carbon off-site manufactured housing solutions. Steve has been retained by Complex Development Projects Ltd for over 7 years now to provide specialist regeneration, development and funding advice to assist in the delivery of a range of heritage led mixed use, leisure, residential and commercial projects in Coventry and the West Midlands.

Katie Burn MRICS

Senior Development Executive

Katie is a Chartered Surveyor with expertise in project planning, feasibility and viability.

 Having previously been an Associate Director at Savills, Katie specialises in development viability for mixed use and residential projects, working closely with a range of stakeholders in the public and private sectors.

 At CDP, Katie is currently bringing forward the company’s new build residential-led sites including Abbotts Lane, and mixed use regeneration schemes such as Leamington Spa’s Creative Quarter.

James M Brookes MRICS

Chartered Surveyor

James is a Chartered Surveyor and an RICS Registered Valuer, with a strong background in Commercial Agency, Valuation, Development Appraisal and Professional work. James in his previous role at Warwickshire based Chartered Surveying practice Bromwich Hardy, has worked for CDP as their retained agent and advisor, working on a number of CDP projects such as Coventry Telegraph Hotel, Priory Place, Electric Wharf, Far Gosford Street and Abbotts Lane. At Bromwich Hardy James won numerous awards, being named as West Midlands Dealmaker of the year in 2017, 2019 and 2020, also helping Bromwich Hardy to be named Warwickshire Agency of the year from 2013 – 2021 and winning the First Pro Property Deal of the Year alongside CDP for the Coventry Telegraph project.

James has a very strong book of contacts from the Agency world and is particularly looking at the funding of current CDP projects to drive completion, but at the same time bringing forward potential new projects. Current focuses are to alongside Katie Burn, drive forward the delivery of Abbotts Lane and Mill Street in Coventry, as well as the Spencer Yard and Creative Quarter in Leamington Spa. In James’s spare time he acts as an advisor on agency, management and valuation to the Historic Coventry Trust.

Jo Truslove

Marketing and Engagement (Consultant)

Jo was born and raised in Coventry and has spent many years working in marketing and development roles to support growth of the city’s tourism, inward investment and small business networks in both the private and public sector.

She has recently worked on the development of FarGo Village and the Far Gosford Street Regeneration project and now working on marketing, communications and stakeholder engagement in Leamington Creative Quarter.

Gary Hale

Project Director (Consultant)

Gary has extensive experience and an excellent track record of delivering complex urban regeneration schemes in partnership with local authorities.

For in excess of 30 years, other parties have tried unsuccessfully to secure planning consent to develop Redcliffe Wharf. As a result of adopting a collaborative approach and actively engaging with key stakeholders, Gary has, on behalf of CDP been successful in bringing forward this high profile site for redevelopment.

Gary is currently managing the Redcliffe Wharf development project.

Emma Harrabin

Senior Delivery Executive

Emma is an accomplished Project Manager who leads on: 
– tourism, destination management and place making
– the delivery of our cultural and creative programmes
– consultation and stakeholder engagement

Building relationships and working collaboratively with local and regional partners, Emma has established FarGo Village, Coventry’s Creative Quarter, as one of Coventry’s top tourist attractions. She now leads a small team of staff based at FarGo Village. This team supports 40+ independent, creative businesses, manages multiple venues, and programmes over 100 events per year, generating over 350,000 visits annually. 

Holly Hewitt

General & Venues Manager

Holly is an experienced community and arts venue manager with a facilities background, Holly has worked in the charity sector and managed soft services for the Royal Shakespeare Theatre.

Motivated to support creative ventures to thrive and be part of the creation of welcoming spaces for communities to come together Holly oversees the operations and strategic development of Fargo Village and its on-site businesses and spaces.

Adam Gudgeon

Project Manager

With qualifications in Construction Management and years of experience with local construction firms, Adam manages various projects for CDP. In recent years he has led on the development and delivery of the new multipurpose creative arts venue, The Box at FarGo Village
 and numerous construction projects with key local partners such as Coventry University and The University of Warwick. Adam is now supporting the major regeneration scheme in Coventry city centre which includes hotel, residential, office and cultural developments. 

Monta Norkuse

Event Co-Ordinator

Monta is a Coventry University’s Event Management graduate with high experience in international projects and a passion for music, dance and art.

Currently, she delivers the events programme at FarGo Village  Collaborates with community and regional groups, building and diversifying the events program and marketing for events such as FarGo’s Jazz Jam, Dog Festival, Silent Festival and various markets 

Migle Sliauzyte

Student Intern Events Assistant

Migle is an Event Management student at Coventry University, currently doing a placement as Marketing and Events Co-Ordinator Assistant at FarGo Village. She helps with social media management and content creation, being involved with events planning, interacting, and communicating with different stakeholders.

Migle has hosted and organised events previously and is passionate about making Coventry colorful, exciting, and home for young adults coming to study from abroad!

Kate Lynch

Office Manager

Kate is based in the London office and is responsible for all operations, finance and administration for the company.

Kate has worked for CDP for many years and provides professional support to the directors.
